How do we decide if a Scout is an active Scout?

There are very clear directions about how to determine if a Scout is an active Scout in the Guide to Advancement. Why, then, does this cause so many problems? Put on your choir robe and I’ll do a little preaching!

Hi Clarke,
regarding the iOS Podcast app- it seems to have done this to most of my subscriptions when I upgraded to 9. I found that unsubscribing and re-subscribing refreshed the feed so that it would go back and check for new episodes
