I disagree with your conclusion that the guidelines in the Pack Overnighter Site Approval Form apply to Webelos Den Camping. The Cub Scout Outdoor Program Guidelines make a pretty clear delineation between “Pack Overnighters” and “Webelos Den Camping”. When you take the whole Pack, the Pack Overnighter Form is required and it’s rules apply (including council approval of the site!). When the Webelos Den camps, the form and its rules do not apply.
Yes, the Guidelines go on to say “BSA health and safety, age-appropriate guidelines for Cub Scout activities,and Youth Protection guidelines apply” for Webelos camping, but I take this to be referring to the “Age Appropriate Activities” from the G2SS. No canoe trips for the Webelos!
This also jibes with what I was taught in BALOO and we had the same discussion there.
I’m hoping the new cub program coming next year clarifies a lot of this language. I suspect that the fairly arcane rules contribute to a lot of packs and webelos dens only participating in district and council activities; if that.
